Why a Realtor cannot just hire any SEO agency

A general SEO agency sells rankings for a business that owns its own domain, its own storefront and its own data. Yes, but the target moved. Competing with portals for inventory searches is still a losing game. Competing to be the name a seller is handed when they ask Google, ChatGPT, Gemini or Perplexity who the best listing agent in the area is, is very winnable, because that answer is assembled from your profile, your reviews and your pages rather than from a portal's inventory.

If the brokerage site can carry schema, market pages and your own content, and you can edit it, it may be enough for now. In practice most cannot, and the site becomes the ceiling on everything else you pay for. The deciding question is not how it looks, it is whether you control it and keep it.
